Short answer: tell the organiser as soon as you know, in writing, briefly
and without over-explaining. Ask whether deferral is possible before you decline

Why timing is the whole thing
Your place goes to someone on a waiting list. If you withdraw six weeks out,
they can take it. If you withdraw four days out, the seat is wasted, the funding
is wasted, and the organiser remembers.

Thank you for offering me a place at [programme]. I am sorry to say I am no

I wanted to let you know as early as possible so the place can be offered to

That is enough. Organisers deal with withdrawals constantly and value the early
notice far more than the reason.
Ask about deferral first
Some programmes will hold an award for the next edition, particularly where the
reason is a visa refusal, illness or a bereavement. It is rarely advertised and
frequently possible.
Ask plainly: "Is deferral to the next edition possible in these circumstances?"
The worst outcome is no, and you can then decline properly.
Common situations
Visa refused. Tell them the day you know. Many organisers have handled this
before and some can offer remote participation or a deferral.
Cannot fund the gap. Say so before declining — hardship provision that is

Two clashing offers. Decline one promptly. Holding both while you decide is
